What are the requirements for the International Programs?

English Proficiency requirements

The English Proficiency requirement is to evaluate the English language proficiency of students whose native language is not English and who want to enroll in International Programs at the UCSB’s Professional and Continuing Education. All students from countries in which the official language is not English are required to submit official evidence of English language proficiency.

Acceptable English Proficiency Exams

Results from the following exams, taken within the last two years, are acceptable to fulfill the English Proficiency Requirement.

Conditional Acceptance into UIP

Applicants who do not meet these requirements may be conditionally accepted and will be considered on an individual basis.

Students with the following scores must successfully complete (with grade "C" or better") one or two academic English courses in each one of those skill areas:

  • TOEFL iBT scores below 20 in any individual skill area (reading, writing, listening, speaking)
  • IELTS scores below 6 in any individual skill area (reading, writing, listening, speaking), or
  • CEFR scores below C1 in any individual skill area (reading, writing, listening, speaking)
  • CET 4: total score between 490-550 (two English courses are required for acceptance)
  • CET 6: total score between 450-520 (two English courses are required for acceptance)


Students will be placed into these courses upon acceptance.

Applicants who do not meet the minimum (overall) scores of 80 (TOEFL), 6.5 (IELTS), B2/C1 (CEFR), 490 (CET 4) or 450 (CEt 6) are not eligible to apply for International Programs.


You are exempt from the English Proficiency Requirement

  • If you are from one of the exempt countries. See the List of Exempt Countries.
  • If you enroll exclusively in English as a Second Language (ESL) courses. Check out our course offerings for English Language (LING X) classes.


Requesting Waivers

You may request a waiver to the English Proficiency Requirement if any of the following criteria apply:

  1. You reside in a country where English is the primary or official language, and that country is not on our List of Exempt Countries.
  2. You currently attend a university where English is the language of instruction for the majority of courses taught.
  3. You have attended schools at the secondary level (high school) or above for at least three years full-time where English is the principal language of instruction (as in the United States, the United Kingdom, and in some international schools).

Students Currently Studying in an English Speaking Country

If you are currently studying in an English-speaking country (or have studied in an English-speaking country) for at least one academic year, you are not required to submit an acceptable English proficiency exam. Instead, you can submit an official or unofficial transcript from that school.

How to Submit English Proficiency Requirement Documentation

All documentation for the English Proficiency Requirement, including exam scores, waiver requests and transcripts, are submitted at the time of application.
